The most useful thing you can tell us is what each flue serves. A West Columbia chimney might vent only a fireplace, or a fireplace plus a gas furnace or water heater, and those openings take different caps.
If the old cap blew off, look for it in the yard or gutters and send a photo. Its size and style tell us a lot about the flue under it.

Replace a chimney cap when the mesh has rusted open, the lid sags toward the flue, the cap rocks when the wind blows, or it is missing.
A galvanized cap rusts from the inside where soot and moisture sit on it. The first sign is often orange streaking down the brick below the cap, followed by holes in the screen that a squirrel can fit through. Stainless steel lasts longer in the same spot, which is why it is our usual recommendation for a replacement chimney cap.
A cap that rocks is loose at its clamps or anchors. Tightening may be enough if the metal is sound. If the bolts have rusted or the cap was screwed into a crumbling crown, the anchor points need attention before a new cap goes on, or the new one will loosen too.
West Columbia sees rain all year. The South Carolina State Climatology Office describes no wet or dry season in South Carolina, with rainfall peaks in March and July, so there is no safe season to leave a flue open.

Gas appliance vents
A gas appliance vent takes a listed vent cap, not a mesh cap made for a wood fireplace. The fuel gas chapter of the 2021 International Residential Code model text, 2021 IRC Chapter 24, Fuel Gas, has gas vents terminate with a listed cap or listed roof assembly. The listing matters because the cap was tested with that vent so exhaust leaves the pipe the way it should.
On a masonry chimney that carries a gas appliance flue, we check whether the flue is lined, what size the liner or vent pipe is, and whether the termination is the right type. If anything looks wrong with the vent itself, that is a heating technician question first, and we will say so.
What you should not do: cover a gas vent with screen, foil or a store-bought rain cap, or run the appliance with a damaged or missing vent cap. If a gas vent cap is gone, leave the appliance off until it has been checked.
City process
The City's City of West Columbia Building Permits page routes applications through a Citizen Self-Service portal. New portal registrations need staff review before you can apply, and the page says developers and subcontractors, including mechanical and gas trades, must each have their own account. Check with the office for your address before authorizing work.
That last point is useful if your cap job turns into vent or appliance work. Gas and mechanical work in the City runs through properly registered trades. If the chimney top needs masonry rebuilding, or a gas vent needs to be changed, ask the City about permits before work starts. For a simple cap swap, a phone call to the City will settle it faster than guessing.
Comparing caps
Material changes how long a chimney cap lasts and how it looks from the street. These are the three options we quote.
For a wood fireplace, the cap also needs spark arrestor mesh sized to the model code in 2021 IRC Chapter 10, Chimneys and Fireplaces: openings between three-eighths and one-half inch, an open area at least four times the flue outlet, and a cap that comes off so a sweep can clean the flue.

Chosen mostly for looks on brick homes. Weathers to a dark patina. Costs more than stainless.
The cheapest cap and the one most likely to rust through first. Often the cap we are replacing.

Pricing factors
For a West Columbia cap replacement, the main factors are the flue count and tile sizes, the material you choose, and the condition of the anchor points. If old bolts have rusted or the crown is crumbling where the old cap was fastened, that has to be fixed first. A gas appliance flue in the same chimney needs its own listed vent cap. Roof access, chimney height and pitch round out the list. We quote after measuring.

Rust streaks usually mean a galvanized cap or its fasteners are corroding. The cap may still be in place, but the screen can be thin or holed. Send us a photo from the ground, and we can tell you whether it is time for a stainless replacement.
Not until a cap is back on or the flue has been checked. Rain and debris may have entered, and an animal can move in within days. If the flue serves a gas appliance, keep the appliance off until the vent is checked, then call 864-727-7460.
Sometimes, if the metal is sound and it was only loose. We check the screen, the lid and the clamps. A cap with rusted mesh or a bent lid is replaced, because patching a screen leaves weak spots animals find.
According to the City's building permits page, developers and subcontractors, including electrical, plumbing, mechanical and gas trades, must have their own accounts in the City's portal. That applies to permitted work. Whether a cap alone needs a permit is a question for the City.
High enough that the open area under the hood is larger than the flue opening. The model code asks for a screen net free area at least four times the flue outlet. A cap that sits too low can restrict draft, which is one reason we measure before ordering.
